A few years ago I dislocated the patella of my right knee, and tore the patellar ligament, as well as various others. I did physical therapy to no avail and still have immense pain regardless of activity. I saw a doctor about this problem (both right after injury and recently) and have been given various NSAID’s, such as ketorolac and entodolac, neither work, so I assume inflammation is not the reason for the pain. I may see someone else about this, but what should I maybe do in the mean time?

Keep up the treatment of NSAIDs, but add Paracetamol/Acetaminophen also. If this is not sufficient, go for an Acetaminophen product combined with codeine.

Stop using the NSAIDS and see what else is available to you. You need to see another specialist and get a second or even third opinion.
